People use proxies to to browse at places like school, and whether you find it wrong or not, someone people actually do have some free time at school and like to browse, and post.
Dynamic IP's do come up at Proxies sometimes (which yes, it can usually be recognized as a dynamic IP, but that's not always the case, and a good lot of members here have a dynamic IP for security reasons).
And, people hide for different reasons, just because they're using a proxy doesn't mean that they are a duplicate account, or a troll or spammer.
Some trolls don't even use proxies, I've seen them do it from their normal IP's as well. So with your logic we should just ban everyone, just because there was an attack.
I don't want it because it would make new members feel unwelcome. Just think, first thing they see on the forum is IF YOU ARE USING A PROXY YOU WILL BE BANNED.
I'm saying it shouldn't be a requirement, because it proves nothing in the first place.
