More strict rules would only tear it apart. It's simple. No one likes to spend its time on a forum he doesn't feel comfortable on.
Not to mention that this might lead to another problem: new members might (in order to get a privilege to post in OT sections) start spamming in LK related forums, which is much worse.
Just as an example of why this is irrelevant:
In 2 days, you already had 10 posts in the TLK sections.
All of your first posts were in the TLK sections, with the exception of your welcome thread (which, those would still be allowed, of course). You would definitely not be affected by this in any way.
The members that would be affected are the ones that join and go straight to the member HQ immediately, without even realizing this is a TLK forum.

Biggest problem: THIS is not happening... and maybe if it did happen it should solve the problem. The point is, it isn't happening. (and if it is being done... it somehow fails horribly...)
Then at least someone who spams
useless ''stuff'' 3 or 4 times should be getting a warning.
Posting
useless "stuff" isn't against the rules.
