it's extremely unlikely that they are (even though I originally thought Vitani was a maneless male when I was little XD). in real life, no more than 3 unrelated males are in a pride. even their sons will be driven out upon entering adolescence. and the number of related males in a pride is a little more, but still that's usually only in very large prides of like 30 members.
and another thought here, who says females HAVE to be feminine? especially in lionesses, where they need the muscle power to hunt. Sarabi, for instance, is far from the light girly form of Nala. she's broad, powerful, and heavy (more like real lionesses in build than any other TLK lioness). as to the scruffyness, that's more likely due to their living conditions as that has nothing to do with gender. they live in termite mounds, and as we've seen from Nuka, the termites are apt to bite them like fleas would. that scruffy look nearly all of them have is probably from scratching all the time. the end scene seems to prove this as the Outlanders are no longer scruffy but well-groomed.
besides, their height and length suggest that they are females. they're the same size as the Pridelander lionesses and clearly still smaller than Simba and Kovu.
