Yes. It makes absolutely no sense whatsoever.
The only difference between a man's nipples and a woman's nipples is that the woman's nipples have extra tissue around them. Often times, this tissue is exposed, and it's still considered acceptable. So obviously, it's not that part that's a taboo. Yet, men are able to show the areola, and no one cares about that. So obviously, that's not the taboo either.

Even if the concept of a body part being taboo made logical sense (which it doesn't), then you still have to admit that the issue with female toplessness is nonsensical.
Personally I think it's all pretty stupid, and if people just randomly started walking around naked I wouldn't care. But society tells us that's wrong, so I kinda just go along with it.
