Have you contacted the seller?
If its from a different country then he should probably allow about a month. It can take even longer on cheap / free shipping though. But if its been over a month I'd get in touch with the seller, especially if you paid for the delivery costs.

Its from the US, and I know customs at the CAN border can be a butt to get through... And thats where the electronic shipping label says that its at. So I doubt that the seller could do much at this point, but I would have payed for quicker shipping if I had the option!
