RPS are not actively guided, so chaff and flares (two different things) are useless at these. But RPGs are also notoriously inaccurate.

True, but RPG is not a weapon remember. Just the RPG-7 and so on.. So it could have been a guided RPG like a Strela or a FIM-92.

But if I had to bet on it, I would say that it was an RGP-7 that was used, due to the abundance and affordability of these weapons. Which are the ones that are notoriously inaccurate. This weapon was only able to take down two helicopters in the Black Hawk Down incident by having an entire city basically use up its entire stockpile.
