well, you can always bring him back as a close call of death, or you can make a new character if you want to leave him dead.

mmm pretty much, unless it's a clear call death. Like say you shoot my character point blank in the head. There is no way I could have survived that. so if there is a chance you could survive you can revive the character. If not then no.
