Small (live) crickets. They can eat mice but it is illegal to actually feed them a baby mouse in the UK. So yeah just crickets, pet stores usually sell them in small containers. The thing is they need to be alive, and for that reason you need to keep going to the store like once a week or at least every two weeks to buy more as crickets die very quickly. I buy a box of 4 every two weeks and its around £2.10 for that. Which is pretty good considering cans of cat food cost around that!
In fact the price of the actual set up for them and the spider itself is probably going to cost more than you will spend on half a year of keeping it. They are extremely low maintenance pets, you only need a cage with lid, substrate, small water bowl and maybe a rock of some sort for it to hide under in shade. And then which species you choose, and whether it is male or female (females live A LOT longer than males) will determine price.
But yeah, they cost tuppence to look after. And I am assuming he has done his research on tarantula bites and what actually happens if you get bitten? If so, there is no reason not to get one if he wants one.
