Think of it this way:
Of course if you do that, the perimeter is going to equal 4, because no matter how many times you fold the corners in, it's still the same distance both left and right, and up and down. But, no matter how many times you do that, it will never be a perfect curve. Even if it's 100 million times, if you zoom in far enough, you'll still see triangle-ish shapes, with the hypotenuse being the curved end, which is shorter than the lengths of both combined.

In a nutshell: if you do that, even to infinity, you will NEVER have a circle.
