I doubt that Robotnik was actually trying to catch Sonic. Instead, Robotnik was the previous protector of Mobius, and now, as he grows old and realizes he can no longer be there, he builds two incompetent robots and an endless series of "traps" in order to train Sonic, to ensure that he is capable of saving Mobius from anything. No, Robotnik is not a villain. He must play the role to ensure that the post of hero never goes unfulfilled.
