Based on what we see in the movies, Mufasa. That isn't to say that he was without a question the better king though. We don't really know how long Mufasa had been king before the beginning of the first movie or any mistakes he might have made when he was younger. We see Simba make mistakes during the early years of his rule in SP, but by the end you have the impression that he has learned his lesson and is on his way to being a great king. It's a tie for me.
Come death. Come suffering. I will not live in fear. In this fleeting life where time escapes us, the path of least resistance is a slow quiet death. I'd rather burn out than fade away.

Simba IS amazing, but I have to say it was Mufasa that was the better king. Mufasa just takes the cake because I think there are millions of things that he knew about kingship that he might have told Simba if he hadn't been killed.

It doesn't seem right deciding, Simba and Mufasa's circumstances are not even close. If perhaps Mufasa would have never died so quickly, Simba would have been taught everything his father knows.

It's more obviously Mufasa if you don't put their backgrounds into consideration.

Mufasa, by far! Sad that he died before he got to teach Simba a lot about being king.

Mufasa, Its quite simple, even able to teach the important lessons of life to Simba at a young age and still successfully result in the rightful successor (Simba)

I'll say Mufasa, I mean, I think he taught better Simba, than Simba to Kiara..., besides that, he has a king size x) and well, nobdy can say he's not brave, I just loved the way he risked his life for Simba.
