Techinquely, it WAS Zira, her children and some random lionesses.

Scar WAS part of the Pridelands. HE LIVED THERE. Shenzi, Banzai, Ed and the other hyenas were part of the outlands before. But supposedly they ran off, at least that's what Nuka says when he and Vitani go inside that cave with the lava spitting out of the ground.

I have to say Zira, Kovu, Nuka, and Vitani were the outsiders. Scar wasn't because he was a pridelander the whole time, just not king.

I say all of them because all of them at SOME point in the movie, or in the story of TLK, were banned from the pridelands. (even Scar! Simba's quote-"run away Scar and never return.")

I think only Zira, Nuka, Vitani, and Kovu were Pridelanders, although in the end Vitani and Kovu did become Pridelanders. Scar was always a Pridelander even though he didn't act like it.

Zira,Nuka,Vitani and Kovu. Well Kovu WAS a outlander but he joined the Pridlands and so did all the other outsiders but Zira died but yeah
