I don't really think that Tojo looks EXACTLY like Simba, I think he looks like a mix of Kopa and Simba put together.

His body is Simba-ish like. If he had golden fur, he would be Simba's clone.

This is really annoying from disney, when they make a male cub too a semi-female one ! It´s like Tama, she is female but her belly fur is like a male cub...
