Definatly. When he`s an adult, he`s all about following Ziras plans, then he becomes a very confused and insecure lion as he falls in love with Kiara, is banished, etc..
As a cub, his true personality is allowed to come through clearly.

What I mean is.. as an adult, Kovu tries to act more like Zira wants him to, and not the way he truly is.
