I don't think they met in his cub years, it sounds more likely that it was a little bit after that. But in all though; yeah I do think he knew them before TLK actually starts. I also think that he stayed on good terms with them just in case Mufasa ever had a son/daughter (as is his plan in TLK)

Yep. I don't think they met as cubs. But the fact that they met as teens seems likely.

I thought that Scar was just using the Hyenas, after all he did sell them out pretty much immediately. Furthermore, they were most likely being friendly in that scene because they were hungry.
