I think Mufasa's point was that Simba did the right thing when he realized what the right thing to do would be. It was of course essential how Simba came to realize it but just as essential is that he did it. He, Simba, was in the most crucial part of the events. He could've just held on to his mistrust and hate, but he didn't because he was his father's son in the deepest. That's why Mufasa praised him saying "Well done, my son."
Of course Kiara would've deserved credit too and Kovu, but Mufasa wasn't the one who needed to give them that. That would have to be Simba and I'd like to think he gave them that at some point. (:
