There's no such thing. Period. There are males with small manes, but not NO manes. I don't understand how this theory came to be, it's not possible. If Disney wanted the audience to see them as male lions, they wouldv'e given them manes. End of story.
Back on topic, I agree with most people here and think that Zira just got carried away and was obsessed with getting Simba. It does bug me a little that she says "him" but it's really not that big a deal.

I noticed this before, but I was sure someone else already knew, this is frankly an appaling mistake. How could Disney do this to us? Don't they know anything about lions?

In the first movie they bring lions into the studio to get realistic drawings, and the next they forget that most lions are female? Shame indeed....

I think that she only talked about how they should kill Simba because that was Zira's main goal.

They showed repeated images of lionesses fighting, and she doesn't even notice Simba until later....

I found the script on lionking.org and if it's anything close to official here's the line:

"ZIRA: Go for the eyes! Break his jaw! Hit him low! Get them! Do what you must!"

Probably just laziness on their part.
