I looked up the word "Testify" and the definition I got was to "provide evidence for". I believe this meant that Kovu was living proof the Outlanders would avenge Scar and take their place in the Pride Lands. Vitani was simply testifying that this would happen.

In court and in general, testify mean to provide evidence / reasoning for something you have claimed to happen. For example; that woman who spilled the coffee down herself in Mcdonalds and sued them, would have needed someone to testify that for her.

Now that we dissect what it means; let us take another look at the lyrics.
