It's a fourth wall break of some kind I think. If you do not know what a fourth wall break is, it's when the film makes a direct reference to the viewer, or the viewer becomes fully aware that they are watching a film. For example, Rush Hour 2 when the guy falls off that biulding and someone says "Damn, he aint gona be in Rush Hour three!".
In this instance we, as the viewer know that he is evil, but the characters do not so it makes you think "Oh noes".
It's either that or simply his characteristics, he always has that evil, sarcastic tone in almost every line he speaks. Scar is something of a tactician, always thinking about what lies ahead and how he can use it to his advantage more than anything else, and to that end he seems to mess with his enemies mentally rather than physically. And this line would be a good example of that cliche evil characteristic.
