In a small way yeah, like if Timon and Pumba hadn't gotten into an argument Kiara wouldn't have snuck away and met Kovu, if Rafiki hadn't said "How dare you save the kings daughter." Simba would have just banished Kovu again (since he hardly listened to Kiara alot of the time). but it's not just because they said something either, Mufasa only said something (not counting the dream) at the end but he got Rafiki to get Kovu and Kiara together.
The past is a gaping hole. You try to run from it, but the more you run, the deeper it grows behind you, its edges yawning at your heels. Your only chance is to turn around and face it. But it's like looking down into the grave of your love, or kissing the mouth of a gun, a bullet trembling in its dark nest, ready to blow your head off.

Maybe, it just depends on who you're talking about. And it's not like Disney is going to throw away a character from a movie if it was popular. like Zazu, even though he didn't do all that much people still expected him in the 2nd movie whether or not he did a whole lot.
Although Sarabi could be an exception because she was pretty old in the first movie, so since this movie was placed in the future about 9 months or so (or however long it takes for a lioness to give birth.) she could have died of old age.

Thats a good point. If Disney would've taken out the characters more people would complain than if they just kept them and got different voice actors.

Actually, thinking about it, Nuka is as useless as Sarabi in the first movie: they're just important figures, but they're not really important in the movie.
Everybody must know that I like Nuka and I think it's a great character, but if usefulness is what we're talking about, he pretty much lacks of it.
