Actually he didn't eat it himself because it was a reward he promised to the hyenas for disposing of the cubs, even though they let them get away. >.> Thus,

He probably gives the hyenas food in exchange for loyalty to him, seeing as the home of the hyenas is pretty much void of life. This is pretty much made clear by this short convo:
Banzai: Not you, Scar; I mean, you're one of us. I mean, you're our pal.
Scar: Charmed.
Shenzi: Ohh, I like that. He's not king, but he's still so proper.
Banzai: Yeah. Hey, hey. Did ya bring us anything to eat, Scar, old buddy, old pal? Huh? Did-ya-did-ya-did-ya?

Which brings us back to the point of this topic... Scar probably gets his own food from the pride, but he steals or hunts prey for the hyenas that promise to be loyal to him. The Pridelands hardly ever run out of food because of the good job Mufasa does as king, and Scar takes full advantage of this in order to gain the trust of his crew. But still there isn't that much food in order to fully satisfy the needs of all the hyenas in the Elephant Graveyard. Scar: "I will be king! ...Stick with me, and you'll never go hungry again!" The hyenas are obviously still starving, so Scar figures the only way to a hyena's heart is through its stomach. xD
As for Muffy ever noticing how much prey goes missing, well he probably blames it on "those slobbering mangy stupid poachers", which suits Scar just fine since he remains blameless.

Sorry I didn't mean to go on a whole rant on this lol. Didn't expect my argument to be so long.

Yes, well, from Scar's personality though, you can't always trust whatever he says now, can you? ^^ I doubt he'd even go out of his way to help anyone.

He's only helping the hyenas in order to help himself. You can never trust him, but the hyenas are too dumb for that. They don't care what happens to the Pridelanders because it doesn't concern them. Simple as that. >.>

Also, he needed to keep the Hyenas on his side, so they’d keep helping him. I think he brought them food regularly, to make them appreciate him and send them a message saying "this is just a small taste of what will happen when I become king, you’ll have all the food you can eat." (Trust me, and you’ll never be hungry again)

I always assumed he just got it from a prey the pride had just hunted. He was part of the pride and in a high status in it, so of course he got a big share.

My only problem with that leg's existence is and which makes the title question a heck of a good one in my opinion, is that the leg is so clean and neatly cut as if a human being cut it with a knife and cleaned all the shreds and blood out of it. That doesn't look like a piece of a lion's prey at all. So how/where indeed did Scar get it? xD

They've shown slimey, disgusting zombies in The Black Couldron and I'm sure there have been more such things in Disney classic cartoons, so showing a bit more realistic zebra leg wouldn't have hurt, I think.
