It's only considered "emo" if the person either constantly makes themselves a victim or if that person constantly complains about being victimized. Kovu does neither.
And if I'm correct in assuming, you're talking about Zira's Lullaby, where Zira describes the harsh lifestyle that she and her pride live through. It's the only thing I can think of that comes close to your description. Or maybe One of Us. Either way, unless he's the one singing about how tough his life is, I'm not sure how you could mistake it as evidence of his being "emo".
He's just an unhappy guy who has had an unhappy childhood and unhappy thoughts put into his head for his whole life. Unhappy =/= Emo. If the story had more plot development, he may have had his chance to be "emo", but Disney decided to skip (or forgot about) the part of the story where Kovu snaps a couple times and vents his anger and angst about what his mother did to him over the years.
Final conclusion: potential to be emo, but not emo.
