Hmm..

It could be that:
Rafiki is annoying Simba to get his attention
Simba tells him to cut it out
But Rafiki needs Simba's attention so he continues
He can't 'cut out' being annoying because he needs to speak to Simba, and if he did cut it out, he still needs to speak to Simba, so he would annoy him again, effectivly his annoyance 'growing back'

Sorry if that makes little sense, it's incredibly difficult to explain what i'm thinking

And that's why Rafiki is WAAAAAY cooler than Timon and Pumbaa. Rafiki is random and insane in a hilarious way. I think you have to take the "can't cut it out" sentence literally, like Rafiki himself did

It does have a meaning, I didn't get it when I was younger either. He does say "Can't cut it out, it'll grow right back" it's meant to be clever and frustrating to Simba and he's basically saying that's impossible to stop what he's doing (celebrating that Simba is alive). As to what he's reffering to what will grow back, I don't think it's a particular object or part of him, but if you take something away, something will eventually replace it.

Rafiki is clever in that way, he's awesome

I’ve never thought it had a deeper meaning, I’ve always thought it was a simple joke/pun. "Cut it out! (Stop it)" - "I can’t it’ll grow back!"
