What's the program? Could either be Paint Tool SAI or Photoshop?
I personally like Photoshop the best, 7 in particular.

And it looks pretty good.

I use SketchBook for all my digital work, and let me tell you, Pro is amazing. It has so many extra little things that Express lacks.
