Ok... Zazu asks him to make an exception in repaying Kovu's debt after he saves Kiara's life. And Kovu's request was to join Simba's pride... and this is something that Simba doesn't want. That's why Simba smirks when Zazu asks him to consider making an exception and not let Kovu join the pride. Get it now???
