I use a couple, TPAM. GIMP, though that one takes some getting used to.
iPiccy- Free, but I would only use it for photo editing. i.e: texts, adding pictures, etc.
pixlr- Free, and is actually what I use for the hardcore stuff such as, getting rid of backgrounds, and what not.
Only iPiccy and pixlr are free with no download. GIMP is free, but you have to download it.

Just a tip: I suggest starting off with pixlr or iPiccy, cuz those are easy to use, and you get a feel of graphic art.
