I voted for the legacy called Mufasa. It was Mufasa who was referred to as a better king by both Banza and Shenzi in TLK-1i, and followed into his pawprints by Simba himself, once he ruled the kingdom. And even an upset Kiara pointed out, that Simba never would be Mufasa both occuring in TLK-2! And last but not least Rafiki for his abbillities to communicate with the late legendary king. in both TLK-1 and atleast TLK-2! No other Lion King was that much referred to in a positive manner, in the movies ever again!

Well Simba is the most obvious answer i guess but maybe it just refers to the role of king in general and not anyone in specific.

Well, at first I liked to answer "Simba" because he's the main character and he appears in both movies, but I have to agree with Thani, because Mufasa's wisdom is taken trough the whole path of Simba's life. Rafiki is a kind of link between Simba and Mufasa in the 2nd movie, and Mufasa speaks out the last sentence "Well done, Simba" at the ending of SP.
