Do people rate these based on how well made they are anymore or what, because I got chewed out and had a pride point taken for rating based on content over quality, but all I see is people complimenting the content when they rate them. :?

^ That once had happened a few months/year ago, then it got quieted down on the content base and was on quality. But now I see that is happening again, and I do rate on actual quality though and not content >.<
