Like a couple others have said, it's most likely done to enhance the emotion of a particular scene. Remember in TLK when lightning flashes and thunder rumbles in the same instant Scar accuses Simba of being a murder, then the dry shrubs beneath Pride Rock burst into flame just as Simba is forced off the edge?

Likewise, the dark, brooding storm starting at the beginning of the battle most likely reflects the hate between the prides, and when Kiara and Kovu make peace between the two sides, the sky becomes clear and tranquil, reflecting the emotions of Simba and all the others (except for Zira).

The aspect of nature pertaining to the situation is called "Pathetic Fallacy"

Under Scar's rule, everything was dead because nature was reflecting his evil. ;)
Gone for good.

Netherlanders?  I believe you mean Pridelanders and Outlanders.

The change in weather is done to underline the mood/atmosphere in each scene.
You can see this in other Disney movies too, f.ex Aladdin. In the scene where Aladdin watches a prince ride up to the palace doors, it goes from midday to dusk in a few seconds. :P

However, the animators that worked on TLK did travel to Africa on a research trip, and they have said that the weather was very extreme and changed quickly.

Me, beeing from the Netherlands, I am very offendID by this topic!
Lol, joke ;)
Like the others explained, the weather helps to create an athmosphere that fits with the mood of the particular scene :)
