Members on MLK give them to you. They can be given as a "welcome", for doing something nice, etc. I don't know exactly what they do (maybe domebody can explain that?), but that' s how you can get positive ones. The negative ones are for obvious reasons (i.e. asking the same thing over and over (I saw this with one member), being rude, etc.). Correct me if I'm wrong, but that's what I've seen.
