Actually, Simba IS smiling in this scene. The reason being that Zazu said, "Yes, Sire... Clearly, we're in his debt. And royal protocol demands that all debts be paid. Though in this case you might want to make an exception." This is when Simba smirks.

If he does smirk or smile in the scene, why is it he did that as a reaction to what Zazu said?

Ok... Zazu asks him to make an exception in repaying Kovu's debt after he saves Kiara's life. And Kovu's request was to join Simba's pride... and this is something that Simba doesn't want. That's why Simba smirks when Zazu asks him to consider making an exception and not let Kovu join the pride. Get it now???
