So who is "The Lion King"?

Other, the "Lion King" title refers to the title for being king, not any particular character.

I always thought it was Simba, but what was written about the blood-line of kings just changed my mind

I believe it's named "The Lion King", because the movie is about Simba's journey to become king.

Yet... It could also be named that because the movie is also about scar who kills his brother in order to become king. Most of the movie he is "king".

Or maybe it's named for mufasa for the whole "great kings of the past" scene.

You'd never know for sure unless Disney told you. But there are plenty of kings in the films that it could be reffering too.
