Yes they are. The directors of TLK said that Nala's father is either Mufasa or Scar.

It is nowhere mentioned in the movie that either Mufasa or Scar could be her father. If you take a look at the interview with the directors,you can see that afterwards they say that Roger Allers might be her father. Thus,the whole thing was just a joke from the beginning. And well,this whole dilemma of who Nala's father is,is pretty much very well explained in the topic - viewtopic.php?f=47&t=812&hilit=Nala's+father&start=40 .
And just take a look at how much more sense it makes if we would have a rogue/unknown lion as Nala's father.

I have always believed that Scar and Sarafina were mates (at least for a short time) and that Scar is Nalas father. I think Scar and Sarafina were friends as cubs, and fell in love as adults. Then, as Scar changed more and more into the "dark lion" we know, Sarafina broke off contact with him, but was already pregnant with Nala at this point.

This is just my personal belief, though.
