He means that he's actually plotting to kill his brother and Simba himself XD and maybe talking about his cubhood, but we'll leave that to fan-fictions.

Honestly, I’ve never given much thought to this line, I think he’s just playing along with Simba.. Scar’s not weird. Evil, but not weird.
