If they're under 21 it's technically illegal. Doesn't mean they don't though. Although personally, I've yet to find a variety of alcohol that tastes good enough to get drunk.

It's actually not.

It depends on the state. In California, for example, it is perfectly legal for a minor to drink alcohol as long as they're doing it on private property and with a parent or guardian. In many other states, there are "holes" in the law that permit a bit of a grey area.
