I use GIMP which is free and a lot less confusing than Photoshop. However, you could get a free program called Paint.net (I don't really use it as I prefer GIMP) and Inkscape, also free (and very confusing. I've only just got it and I don't think I want it anymore). So overall, I'd go with GIMP and if you want any tips then feel free to ask!

I use MS Paint. Okay, not amazing, but once you get used to it, you can make some pretty neat things on there. GIMP 2 is really good for drawing and editing, and is free to download. :)
Hope this (kinda) helped.

Photoshop elements 9 is easy to learn, cheap and has done great effects!!! It has a lot of little buttons but once you know what they are it's easy. It's cheaper than Photoshop ( by a lot, it's only like 70$ for elements 12 ) Photoshop is around 900 very expensive.
