Gimp is good. I use PS. But I have used Gimp and SAI. They are nearly identical to PS. I would go Gimp if you're looking for a free one. SAI might be free, haven't looked it up.

Yeah I looked up Gimp and I found a program called Kiek Toes Colours That is where I made Izzy my Fursona.
