Depends what picture really. Street paintings obviously are no program. Any older ones that look sketchy are done only in Photoshop CS. And old ones with smooth lines are done in Photoshop CS and Flash MX. New ones are done only in Photoshop CS as my computer with Flash is out of commission for a while till I get a monitor. I have videos of how many of my things are done on Youtube. From the old ways to the new way.
