Kicheko is something like 'what if...'. In this case, he's somewhat a Nuka. What if Scar still was a king? How Nuka would act, if he was a prince? Well, this is how i imagine it.

FYI - Yes, he looks a quite like Nuka too. But that's only for his 'almost young-adult' form. When he'll be older, his desingn will change a little.
