She is a dustcat. She's a species made by Makofishes. This is a closed species though, so you will need to talk to Mako about them personally if you want to make one or not.

dA points are a currency on DeviantART where you can do a number of things with them. Buy prints, donate to others, buy Core Membership with, and use to buy commissions from other Users on DeviantART, if they choose to use points.
You'd just need to check dA out on them more for better and more sufficient information.
