Yes, it's unlikely Zuri/Tiffu would even take the initative. They just wait for things to happen.

IMHO, Rei Rei will come after Kion & his pesky lion guard is gone. It's going to be one big amazing feast. She'll be in conflict in Simba in a 'hit' and 'run' game in the pridelands. She knew she will be successful. Simply because Simba & Nala is too busy with other things.
