I agree. Terk and Tantor are some of the most well-balanced comic relief characters. Not once did they feel annoying or misplaced, and they both had a serious side.
The only Disney villain I can think of that isn't obvious early-on is Hans. Though I haven't seen a lot of Disney's more recent films, and have heard that obscuring the villain is something they've been doing as of late, so I'm probably missing a few. Sometimes I wonder if Scar would have been that obvious without the "Be Prepared" scene.
I just now realized that Clayton is among the few Disney villains to never have been shrouded in lime green.

I'm assuming you mean Patch's London Adventure? Because there's also a live-action 101 Dalmatians II. I watched Patch's London Adventure sometime last year, and it was alright. Not offensively bad like a lot of Disney sequels, but not terribly good either. Jason Alexander as a corgi (my favorite breed of dog!) was easily the best part. As for the live-action Dalmatians II, I don't think I've ever seen it.
