I wouldn't tell her that you love her, but I would at least ask her out on a date and see where it goes from there. You won't ruin your friendship. Everyone says that. Its just an excuse we tell ourselves so that we don't have to risk rejection. Seriously dude, I'm still at least on friendly talking terms with most of my exes. Yeah the relationship ended but the friendship never went anywhere. I don't even view them as exes, they are just friends, like anyone else I'm not in a relationship with is. Heck I still talk to girls who flat out rejected me in the past when I asked them out.
I always just say "Hey well, if you change your mind, let me know." and then just go about the friendship and never bring it up again, it has to be their choice from there on. But in the meantime, its not going to stop me from being the best person and friend I can possibly be, not just to her but to everyone else.

Its up to you though but, that's just my advice to you on the matter, based on my own experiences when it comes to dating a friend. If you don't ask her out at all, someone else eventually will. Friends are supposed to be honest with each other, so just be honest with her you'll either stay friends with her and eventually meet someone else or you'll both fall in love and live happily ever after. Go for it, I'd say ^^
