That's rocket Raccoon TPAM, he's the best character in the movie! Also has the saddest scenes in the movie, surprisingly enough.

He's a genetically enhanced raccoon who has been torn apart and had been given modifications that he never wanted, and has issues with others thinking of him as "vermin" or a "rodent" in a surprisngly poignant scene in the film TPAM
