I would assume year 13 would be the same as 12th Grade since I bet UK counts Kindergarten as year one. Although I could be wrong.

It's because our kids start at 4

That's about the age kids usually go to preschool here. But preschool and kindergarten aren't required, at least not in my state. Kids in Illinois aren't required to go to school until age 7.

I don't think most parents wait that long, though. I and pretty much everyone I know has been going to school since about age 4 or a bit younger.
