Alright well, if it works like Photoshop, when you open the gif, each frame appears as a layer and you have a timeline across the bottom to view each frame. Each layer that already exists will be the only layer visible in a given frame. To add text or other non-filter effects to the whole gif, you'd have to add a new layer on top of the others and make that layer visible in every frame. Then... it should be ready to be saved and go.
I don't know if saving it is different in GIMP or not, but if it is maybe you can figure it out.
