I'm not so sure about that. Hot/sexy/pretty/cute all have various meanings, depending on the context in which the words are used.

It's only strange if you look too much into it. Even though they're fictional characters, they're designed to be appealing to the audience. Kovu is supposed to have an element of hotness to his character, just like all the other main Disney characters are attractive.
Mulan? Cinderella? Pocahontas? Jasmine? Aladdin? Prince Charming? John Smith? Notice the pattern here. They're all drawn to be visually appealing. The better question is, why
wouldn't Disney characters be drawn with attractive features, just because they're anthropomorphic lions?
That being said, I don't personally find Kovu to be attractive. I can see why someone would think he's hot, but I'm not that person.
