When simba confronts zira when kiara and kovu meet she says to him "if you need your pound of flesh, here." And hpushes kovu towards simba which indicates that she wanted to anger sima because she knew he wouldn't have the heart to kill an innocent little cub because he is not a killer. Then when adult kovu meets up with simba he says to him "judge me now for who I am, or am I to be blamed for a crime I didn't commit" which also indicates that simba blames every outlander that is associated with zira for killing kopa.
And lastly, simba is way too over protective of kiara, not because its his first born which she is not, but because he doesn't want her to get hurt or killed hense why the outlands are forbidden and zazu calls them "murderous outsiders". I will admit, most of the second movie doesn't make sense but the zira part does. That's my theory and I'm sticking to it.

I don't think Disney downright confirmed whether that Kopa existed or not, but the filmmakers on the audio commentary named the cub at the end, "Fluffy" (a unisex name), not Kopa. Therefore, Kopa doesn't exist, and because of his denial from the first film, his relatives such Ahadi and Uru also don't exist, though both of Mufasa and Scar's parents were mentioned, but not named specifically.
