You can't use it without the author's permission, but fan-art has a tenancy to be better than most of the merchandise (image-wise). Just look at the FAA gallery.

Yeah, it's just to save money. I think it's pretty obvious in my opinion, I mean why make more when you have some many things to use in the first place?
