Zira has the most unique design out of all the lionesses, and she's better than Scar when it comes to evilness. Unfortunately, her plan got ruined because of Simba's daughter..

nay, Zira's plan was ruined by the fact that she led a Pride based on fear, not loyalty. When a logical and better solution presented itself, they changed sides. She was the only one that believed in her plan.

That's right. At the end when all of her lionesses swtiched sides to join Simba's pride, she was the only one who didn't b/c of her hatered towards him. The other Outsiders took that chance for a better life which Zira couldn't handle taking herself.
